Steps in project development. The basis of design follows after a feasibility study. At this project stage a conceptual design is finalized, and the fundamental engineering parameters are identified. Contractors may be asked to use their own engineering design standards or adopt the standards of the project sponsors. The basis of design is a necessary step before issuing a formal front end engineering design (FEED) request to potential contractors.

The FEED is intended to further develop design, including detailed specifications and layout to get a more accurate cost estimate as a deliverable to the EPC bidding stage. The FEED identifies equipment and provides detail design of the project. The FEED contractor prepares engineering documents and bid packages to a sufficient level of detail to be used in the EPC bidding.

The EPC contractor is responsible for bringing a project to completion and start-up according to the project sponsors' design and specifications. The EPC award is followed by the process of detailed engineering and procurement.
