Can anyone help me with this? I am looking for a civil software which I can use for small subdivision work, or small residential/commercial lots for grading plan and drainage design, including topo survey. Definitely I am looking low-priced one, Not like eaglepoint which runs almost $4k. I heard COGO is a good one, but never used it. Any comments or recommendations are highly appreciated. Thanks in advance.

Inroads site is a good one but it requires either ACAD or Microstation as base to run.

You may want to also check into SurvCadd at I don't think you will find any package extremely cheap that does all the things you desire. It sounds like you would want SurvCadd modules Cogo, DTM, and section/profile at $1,000 each for the first copy. I would probably get separate products for drainage design.
