Cladding thickness per Section VIII Div 2 Part 5

I am trying to understand if the cladding (either weld overlay or integral) can be considered for strength considerations when using Section VIII, Div. 2 Part 5. This issue (when it is allowed and when it isn't) is addressed explicitly in Section III , Section VIII-1 and Section VIII-2 Part 4. It is also mentioned in VIII-2 part 3 which would seem to imply use in Part 5 but the discussion in Part 3 again only explicitly refers to part 4 rules. Cladding is mentioned a few times in VIII-2 part 5 in terms of the stress category. So, I am inclined to interpret this as meaning one can perform analysis of VIII-2 Part 5 with modeling of the cladding included and therefore take credit for the thickness. However, when considering how it is clearly stated in all the other mentioned sections, I am not so sure. I would appreciate any insight regarding this and in particular would like to understand the code language that supports your interpretation.
