In A961/A 961M section 6 refers to the materials that may be used to manufacture product conforming to this specification.

In 6.1.1 Bar is permissable on hollow cylindrical shaped parts up to, and including, NPS 4; provided that the axial length of the part is parallel to the metal flow lines of the starting stock.

Does this standard then allow me to use CR and/or HR material in replacement of a forging if my part is cylindrical and parallel to the flow lines of the stock?

I reviewed ASME SA-961, paragraph 6.1.1. In reviewing the definition of a bar and the diameter restriction of 4 NPS, my opinion is that you can use bar stock to machine up to 4 NPS pipe or a hollow cylindrical section up to 4.5” in OD.

I would use hot rolled bar. Cold rolled bar may not produce the necessary flow lines thru thickness that are required per this specification. Keep in mind that if I was the customer, I would enforce Supplementary Requirement S50, the Macroetch test to assure parallel flow lines from rolling.
