Class IV Control Valve Leakage - Only Air Measure

I don’t found literature that said about rotameters for test of leakage in control valves Class IV. According ANSI FCI 70-2, the test must be made with compressed air or water at 50 psi. I need a test only with normal compressed air (no water) at 50 psi and ambient temperature (about 30ºC).

How to specify comercial rotameters for measure 0,01% of the CV (very low flow rate) to Cv´s between 1 at 250 ?

I don't have a copy of FCI 70-2 2006 or the IEC equivalant. Judgement is required when applying such standards.

Are you trying to apply a flow rate measurement for the leakage rate of a "Research" control valve?

Are you trying to apply ONE flow rate measurement for the leakage rates of a broad range of control valves?

Does the standard require a rotameter?
 
The Standard not demand rotameters, however I want to measure using only compressed air !
I do not know to make this without rotameters.
