Clean Outs on Force Main - Enclosed in Manholes vs. Cleanouts brought to Ground Surface

We are examining a force main in a municipality that is approx 2500' long with cleanouts inside of manholes. The problem is that the manholes are not sealed and are in a high water table area where water is in the manhole 365/24/7...........I say eliminate the manholes and re-construct the cleanouts at the surface. I want to find out if any of the members in this forum have encountered a similar problem and how they resolved it. The installation is subject to extreme subzero temps so how are the cleanouts protected?

Just speculating and trying to list questions and possible solution ways:

What is extreme subzero temperatures?
Why do you need 'cleanouts' at all? Purpose of?
Purpose of pipeline?
What is a force main? Diameter? Free fall? Pumping?
Pipe material?
One or several inlets?
Pipe ends in? And start at?
Whole pipe to be replaces by other layout, smooth (plastic) material?

Possible solutions:
a) No cleanouts
b) Fewer cleanouts
c) Electric heated/traced cleanouts/pipeline parts
d) Frostfree depth cleanouts above max water level
e) Cleanouts sealed from water level or other water level control
