Cleaning Off Mill Coolant

Can anyone recommend a cleaner (solvent or other) for removing a emulsified mineral oil (a CNC milling coolant)from a polished metal?

Simple Green!

Works great, is biodegradable, non-flammable...

The only problem is that it leaves virtually nothing on the surface of the steel, so if not protected they'll rust.

I've had good results with Dawn dishwashing detergent.
