cleanliness for ETFE coating

I'm looking for a method of cleaning .004" MP35 wire to make it ready for coating with .001" thick ETFE. How can I clean the wire well enough to ensure that the draw oils and contaminants are removed, and also how can I quantify/measure this cleanliness?
