Clearance from deflector to bookshelves

All,

I have an issue with tall bookshelves coupled with a low ceiling. Is there any way to arrange the bookshelves and sprinklers such that 18" clearance from deflector to top of the shelf is not required?

Everything I read in NFPA 13 says no, but I thought I'd ask anyway..

The only thing I can come up with is to build a wall behind each shelf, and take advantage of A.8.6.6 interpretation.

I'm seeing a light hazard occupancy (Library-not large stack room).

Would it be possible to use NFPA 13 2010 8.6.5.2.2 and classify the bookcase as a floor-mounted vertical obstruction? Table 8.6.5.2.2 then allows the top to be 3" below the deflector.

Might be a stretch considering this "room divider or similar obstruction" is full of combustible material, but given it's a light hazard occupancy...could work.

Is this compact mobile shelving? If it is you have entered into another cool, fun fire protection engineering problem. I have attached a NFPRF paper from my peer Garner Palenske, P.E., who I've worked with and highly respect. I was NOT involved in this research but I did offer some opinions during the test designs.
