NFPA 13 requires a fully sprinklered building however in the life safety section of 13 it states closets under 12 Sq. ft. inside the dwelling unit of a new apartment bldg. do not have to be sprinklered. My interpretation is that I do not have to protect closets that meet that criteria. I just want to check with others on that I just don't understand why that wouldn't just be in 13. Thanks for any feedback.

If NFPA 101 is part of the adopted code in your jurisdiction then it is reasonable to use the 12 sq ft exception. However, if your jurisdiction has adopted the I-codes and does not consider the LSC, then you are to follow the I-codes which 903.3.1.1 of the IBC points you to NFPA 13. That would require sprinklers in your closets of an NFPA 13 system.
