CMU wall partial offset from floor below

I have a fully grouted 8" CMU wall (total height=36', 2 floors at 16' plus 4' parapet) which bypasses a concrete on metal deck floor/roof. The floor/roof slabs are tied to the walls with a bent plate connected to a WF beam and cast in place anchor in the masonry at each floor. At the second floor level the masons had to offset a portion (approximately 8') about 3/4" which tapers to 0" at the 8' distance to "get back right". The contractor offered a fix (noted in red) which was rejected. I would welcome any thoughts or comments on a solution. thanks in advance.

XR250, thanks for your comment. According to the EOR as I understand it, it needs to be replaced.

I'd be curious why it needs to be replaced. Eccentric load causing issues or something else?
 
These photos do not depict the main problem, where is the offset, and how it is related to the wall below? I suggest to provide and mark on a cross-section of the entire wall.
 
XR250, Thanks again, I don’t know the reason either. It is in SDC D, but that’s total speculation.
 
le99, the 3/4” offset is shown in the second picture, offset is to the interior of the floor which gets smaller as you travel “into” the picture.
 
dylansdad - first step in finding a viable solution is determining the problem. If we don't know why it's a problem, the how of fixing it is pretty hard to narrow down. If you're not the contractor or the EOR, what's your involvement?

I am employed by a sister company of the prime contractor and am often asked to propose or review solutions for construction defects. I will ask the question of what is the problem.
