how hot does CO2 have to be to react with NaOH to form NaHCO3?

Sounds like a Chemical Processing Engineering question to me...

CO2(g) + 2NaOH = Na2CO3 + H2O
This can happen at room temp also.

Not sure what your requirement is, but the pH and other constituents in the NaOH will need to be considered for the path to bicarbonate (HCO3)
