Coal-fired Boiler replacement and clean-up

I am specifying replacement of a coal-fired boiler with an oil-fired boiler. The owner would like to have the boiler room and coal storage room cleaned and painted. Does anybody know how to successfully prep the rooms for painting? Will coal dangerously react with cleaners or paints?
