Help needed - any reliable paint product in industry which can be applied on wet surface condition in offshore industry?

If your application is WET, but otherwise clean surfaces, the answer is YES.

Euronavy has a product line that can be applied to wet surfaces. I'm the greatest skeptic in the world, but was stuck between "a rock and a hard spot" about 10 years ago, and a company I was working with had just started laboratory testing of Euronavy. I applied it over fast-forming-condensation on surfaces we had prepped the day before. Two years later, no damage or coating failure.

However, there have been problems with quality control and product consistency from Euronavy.

There is another product or two out there has has been qualified to Navy specs, but I can't recall the names right now.
 
Not sure if any of the POR lines can be applied on a wet surface, but you may want to look at them.

Any water-based paint should work on mildly wet surfaces if applied by brush. The brushing action will mix the paint and water and simply dilute the paint slightly. In a spray application water droplets may not mix well with the paint and result in high dilution of the paint at the water droplet. This could cause problems in forming a good paint film.
