We have fabricated a tube (T23) to header (P11) weld with the used of old WPS with a filler wire ER80S-B2. Since the release of code case 2199-4, new WPS was issued and the filler wire was changed to ER90S-B3.

What are the reasons of changing the filler wire from ER80S-B2 to ER90S-B3?

ASME Code Case 2199-4 for Grade T23 CSEF steel was revised because of certain chemical composition changes in the base material that were necessary to promote proper hardenability (full bainitic transformation upon quenching from the austenitizing temperature).

The use of filler metal with a properly qualified WPS has nothing to do with this code case revision. Someone decided that they wanted increased weld metal strength from the original 1.25% Cr-1/2% Mo weld metal to the 2.25%Cr - 1%Mo weld metal.
 
Thank you for the prompt reply metengr. It is now clear to me.
I thought it was due to the molybdenum content of Er80s-B2 which is less than
the minimum amount of T23.
