Code Case 2605 Below the 300,000 Hour Lcaf Curve

In using Code Case 2605, Figure 1 shows the design cycles as a function of stress amplitude and creep life absent fatigue with a low value of 300,000 hours and a high value of 1,000,000 hours.

Footnote 1 states the "interpolation of design cycles as a function of design life is permitted."
Footnote 2 states the "extrapolation of design cycles as a function of stress amplitude is not permitted."

In the case where the time is less than 300,000 hours, is anyone aware of whether or not the design cycles can be extrapolated as a function of design life? Technically this question could apply where the time is greater than 1,000,000 hours.

This question may be better posed as a Code interpretation but I wanted to start here and see if maybe I'm missing something obvious.
