Code Official's Reviews of Plans

When a code official reviews a set of plans for his jurisdiction, is it reasonable that he defines how the drawings are put together and how the information is presented? I feel this is not and should not be his responsibility or function as long as the information is shown correctly and in a reasonably understandable manner. Any thoughts or experiences?

It seems logical that he would want the information in a format that is easier for him to review and approve or reequest more information with the least amount of work on his part. Your objective is to get the proper approval in the shortest time reasonable. Presenting your design and related information in a manner most acceptable to the approving agency appears to be a good idea.<br>

However, his way may not be the only way, just his way. It is a back scratching procedure that is best followed to get approvals in the most expedicious manner.<br>

Consider also that if he can't read or understand it, then the bidder may not either. Either that or as previously stated, he may be old and set in his ways or young and green.
