Code stamp requirement in Texas

Dear all,
A current project in Texas we are looing for whether code stamp U or U2 is mandatory in Texas or not. Can anyone help with source or jurisdiction stating it is not mandatory ?

Below link is NB-370, National Board Synopsis. Attached table is from the website. Does it mean code stamp is mandatory ?
Another link from a vendor saying it is not required in Texas but without indicating sources.
Older thread was discussed but also no source saying it is not mandatory.

OBJECTS SUBJECT TO RULES FOR CONSTRUCTION AND STAMPING

All boilers, except the following:
boilers owned or operated by the federal government;
pressure vessels or process steam generators, other than steam collection or liberation drums of process steam generators;
manually fired miniature boilers that:

are constructed or maintained for locomotives, boats, tractors, or stationary engines only as a hobby for exhibition, recreation, education, or historical purposes and not for commercial use;

have an inside diameter of 12 inches or less or a grate area of two square feet or less; and

are equipped with a safety valve of adequate size, a water level indicator, and a pressure gauge;

boilers that are designed for operation only at atmospheric pressure and that are equipped with two independent means to prevent the buildup of pressure; or
steam cookers.
Heating boilers used to heat buildings that are exclusively for residential use and that have accommodations for not more than four families are exempt from Sections 755.025, 755.027, 755.029, and 755.030.
 
But how to interpret the table from the NB-370 website by clicking "Stamping requirement by Jurisdiction" ? It lists U and U2 for Texas. It seems it is mandatory for stamping by this table. Can anyone confirm ?

I understood boilers were regulated in Texas, vessels were not, unlike the other 49 states.
Also check if insurance requirements require a stamp; if local building/fire codes require a stamp; if OSHA work rules for the area require a stamp.
Note that if something is non-regulated, you won't find a regulation saying that, you just won't find a regulation saying it IS. So may be a little harder to confirm.
