cold shearing 1141 steel

What effect does ambient temperature change (5F to 40F range) have on cold shearing 1” 11/16 1141 steel bar stock? Specifically, can colder temperatures 5F create “spilt-ends” during shear?

1141 is a terrible material to shear, and changing the temperature from 40 F to 5 F is likely to cause the type of cracks shown in the image. What is the heat treat condition and microstructure of the bar? Annealed? Spheroidized? Cold drawn?
 
The steel is 1141V, hot rolled, air cooled. The micro structure is ferrite and pearlite.

Unless this grade is specifically annealed to improve shearability, it will be prone to this type of cracking in the hot-rolled condition. The microstructure will be quite inhomogeneous, with a large volume fraction of coarse pearlite, which is the source of the poor shearability, especially as the temperature is lowered.
