Cold weather concrete placement montoring

It was recently come up on several job sites the question of where and how exactly you should monitor the temperature of concrete placed in cold weather. One job, they want us to place a hi/lo thermometer under the blankets and measure the surface temperature of the concrete for the first three (3) days. However, on other job they want us to place tubes in the concrete to check the internal temperature of the concrete. I have not been able to find where ACI, VDOT, or any other agencies indicate if the required temperature that concrete should be maintained; is internal or surface. Anyone had any suggestions?

ACI 306, section 4-4 is clear, monitor the concrete surface temperature. during cold weather, internal temperature will be higher than surface temperature and should be monitored also if excessive heating is anticipated
 
ACI has both cold weather and hot weather techniques. Check them out.
