Cold Weather Structural Steel 1

I understand that Notch-Tough Steel is normally only required in extremely cold weather conditions in dynamically loaded structures however I cannot find any literature giving guidelines as to when Notch-Tough Steel should be used. Does anyone have access to such literature?

I remember seeing articles with regards to fracture problems in cold climates for off-shore oil rigs used in the North sea. Try doing a search on google with related verbage.
 
See the discussion in "Structural Engineering Handbook" by Gaylord and Gaylord. It appears the issue arises more in bridge construction than in building, and is commonly considered in bridge, tank, and vessel construction.
 
AISC Seismic Provisions include notch toughness for certain members and welds. See Sections 6.3, 7.3a & 7.3b.
 
Jimac--are you trying to figure out if you need it for your application? It should be covered in the relevant design codes, shouldn't it?

Though Notch Toughness is temperature-sensitive and I think the test is carried out at subzero temperature, it is an indication of fatigue resistance and by no way only for "extremely cold" weathers. For example, our penstocks designed for +20 to +50 deg celcius weathers require notch toughness test to pass.
