I have an exposed HSS column that the architect would like to have go from an HSS10x5 to an HSS6x5. The five inch dimensions line up with each other. In order to transfer the moment through the column, I was planning on putting a plate under the HSS6x5 column that completely covers the HSS10x5, and welding it to the HSS10x5 and HSS6x5. I was also planning on putting a plate on either side of the five inch sides to help transfer the moment in that direction. The moment in the other direction would just have to be transferred through the welds. Is this a good way to look at this condition? Is there any other suggestions out there on how to detail this?

I'd take a look at the 97 HSS Manual for ideas. There are several ways to do this kind of thing.
 
Your welded plate idea is as good as anything I can think of. Oversize the plate thickness so that it's out of plane bending strength will help get the load to the 5" tube walls. I don't see any point to the additional plates.
