Column size depending on beam depth 1

I remember reading/hearing somewhere that in a seismic region the size of a concrete column shouldn't be smaller than the depth of the beams connected to that column or something like that. Is this stated in the ACI? If so, where? because I can't find it. I can't remember where I read/heard this so maybe this is stated in a different code or maybe my memory fails me.

For special moment frames, see ACI 318 Section 18.7.3. The flexural strength of the columns needs to be 20% greater than the flexural strength of the beams to avoid forming a story collapse mechanism.
