column splice zone location

Given that there is no available data, where is the best location to place the splice for column reinforcement?

I have received conflicting comments on this matter:

1.) Others would say that the location should be within the middle half of the column clear distance.

2.) Some would say that the splice should be located just above the slab / beam.

Can anyone comment on this or point out a literature or article on this matter.

For seismic design, the splice should be located near the middle of the column (away from the plastic hinging zones). For non-seismic regions, it may be acceptable to locate the splice at the bottom of the column. Check your locally adopted code.

It is typically best to splice at column at a point 1/4 to 1/3 up from the floor slab. Typical your shear and bending forces are not at a maximum at this point and it is prefered for ease of construction. If your columns are part of moment frames for lateral load then look at your frame analysis for where your point of zero moment typically occurs.
