Does anyone have a suggestion for a moment connection for a sloped beam bearing on a column? i considered a bolted end plate connection but this really cant be found in the literature.

Unless I misunderstand you, it sounds like a pretty standard portal knee connection, which should be well documented in the literature.

On a first pass, options include:
(i) Bolted moment end plate connection, with the plate vertical or inclined;
(ii) Welded moment connection, assuming field welding is practicable; and
(iii) Welded moment connection with a rafter 'stub', to which the rafter would be joined via a bolted moment end plate or splice connection.
