Columns (unbraced length) and stiffing collars

Hi guys,

l(the unbraced length) can this be measured from a support to a stiffing collar in the middle of the column?

The reduced length could only be used if the stiffening collar is braced against lateral movement (guy wires, e.g.). If this is for an API 650 tank, it would be an uncommon detail. The idea of unbraced length relates to column Euler buckling, not local buckling which is a different failure method altogether.
