I am having issues with ensuring the minimum development length for tension between U-shaped stirrups because of a change in the design of a pier cap . Originally, we had the concrete pier cap dimensions following the profile of the road cross section and we had just enough development length. Now, the pier cap is designed to be flat across the bottom of the pier cap and there is insufficient development, particularly in the middle section of the pier cap. One option was to add straight bars to provide the additional development but since are are so many stirrups, it would be quite tedious and expensive. We are looking into using hooked bars for the stirrups and I was wondering how to combine the development lengths from the hook and straight part of the stirrup. Any guidelines or experience in this kind of situation would be very helpful. Thank you.
