How can I submit or send my some technical idea / comments / suggestion /recommendation to API standard. I think a few things could be modified.
If you would like to submit suggestions for modifications, the best option is to get involved in the relevant standards committees. You can do this either through the below website or by emailing the chair or API staff for the relevant committee. Emailing the API staff is likely the quickest and easiest way to get involved. If you state which standard(s) you would like to modify, I can probably help you to get the relevant API staff email.
All API standards committees are currently meeting remotely (using Microsoft Teams, Skype, etc.). Even outside pandemic times, remote attendance is an option for many committee meetings.
Attending committee meetings to explain and push your suggestions greatly increases the likelihood that your suggestions will be accepted.
Be aware that stuff like this moves at a glacial pace. So it's never in time to help on the current project.
Also, download the list of interpretations and go through them prior to asking anything; it may already be answered.
If you attend meetings and become a contributing member, you may form relationships with other engineers on the committee. This gives you people to bounce thoughts and ideas and questions off of, and vice-versa. This knowledge multiplier is a good thing for everybody.

How the list of interpretations could be downloaded. For example how to accesses the API RP 14c interpretations or output of the contributing meetings?
The output of the contributing meetings is usually not published - minutes and drafts may be distributing among the participants, but even these often lack detail and/or do not give good insight into what the committee was thinking.
RP 14C appears to be controlled by the Drilling and Production Operations Subcommittee. The link to the API website for this committee is below. The below website includes the contact information for the responsible API staff member - if you contact him, he should be able to send you the interpretations list and information on how to get involved or submit your ideas.
