Commercial Dehumidification

Have a project with a DX split system, with hot-gas reheat for humidity control. The owner wants to know if a dehumidifier would be OK in lieu of the reheat because the reheat is a huge upgrade. I don't think it would work as well and see several downsides however I wanted to see if anyone here has used one here in a commercial project. I most commonly see them in residential.

What is the RH required? For 72F and 50 RH you need to come off the coil at around 52. Why is there a need for extra dehumidification?
 
Its a classroom with a lot of outside air. I just want to make sure they have the ability to control the humidity. If the ventilation is running all day, and the classroom fills up then quickly emptys out, the unit will reach the drybulb temperature very fast because its sized for 30 people.

Also, I live in florida, average summer day here is around 95% RH outside.
 
what capacity system are you talking about? munters have some really good dehumidification solutions but they are for larger systems. They have some desicant wheels that you can fire from gas or from the condenser. I wouldnt mind spending a bit of time investigating these a bit more.....
