Composites certification approach for aircraft structures

Does anyone know how to find the following document?
"I4-FVK/91 Standards for Structural Substantiation of Sailplane and Powered Sailplane Components Consisting of Glass or Carbon Fiber Reinforced Plastics” - LBA July 1991"

It should be a public paper of the German Civil Aviation Authority accepted by Easa for certigication of small composite Airplane.

You best bet may be to go to the manufacturers in Germany that build sailplanes, like Alexander Schleicher , Shemp Hirth , or Glazer Dirks and see if they can tell you how to get it. If it is that old it may have been superceded.
