If I had a graph that showed a blade had compressive stresses ranging from 100 ksi to 0 from the surface (depth = 0) to .006 below the surface, would I be able to simulate that in a model and see what affect that has on a part's frequency? Can this be done using Workbench or does it need to be done in Classic If it can be done at all?

Yes, there are a few different ways you could do it. I'd recommend looking at the PSTRESS command. You'll have to run a static analysis first. The stiffness matrix will then be updated for your modal analysis to include stress stiffening effects.
