Concred pad design help needed for heavy waste storage area

I am an environmental engineer and need a little guidance designing a concrete pad for a waste storage area. Any information you could provide would be of great assistance. The total pad dimensions are 30’X70’’. The area is intended to be used as a waste storage area (dumpsters). The heaviest dumpster will be filled with sand. I have referenced a few handbooks however I can not seem to find any information on designing a slab that rests on the ground. How can I determine the thickness and reinforcement size and spacing? Dose anyone know a good handbook or somthing that I can use to guide me through this.

With big dumpsters the design will be likely controlled by the mechanical strength of the slab on the ground under a wheel. This will mean (from my viewpoint) thicknesses akin to those used in airports, over 1 ft thick. 30 cm is usual for mere big trucks where I live, and airports use to go over 40 cm.

You first compact (even with prior removals) your plan, then lay your slab. Use a modulus of subgrade reaction consistent with the final status, so test after compaction, or specify for it, and use related values.

PCA has a text for slabs on the ground.

CRSI has software for slabs for use in both highways and airports.
