Concrete Air Entrainment in Painted Walls

Do tilt-up concrete wall panels that will be painted require air entrainment? I do not think they should but have not been able to find any information to back this up.

I have struggled a bit with this issue for several years. I ended up settling on the following. In southern and western climates with little or no freeze thaw I have not been requiring air entraining. For northern climates, especially were there is a road, drive way, or parking lot adjacent to the building, I still use some level of entraining.

The only real problem that I have encountered with air entraining is when the owner wanted the inside face of the panel to have a smooth trowled finish. In these case, I have seen severe blistering. If the inside face is to receive a broom or similiar finish, the air will not be detrimental.
