concrete beam shear within congested areas

I'm trying to figure out an unsavory detail where I have a rather large embed plate located in a face of a concrete beam immediately adjacent to top-embedded anchor bolt. The drawing is to scale (3/4" headed studs on 5/8" plate, 7-5/8"X26"D concrete beams, and 1" dia, anchor bolt with dbl nut (Simpson PAB#). The AB will fall on one side of the embed, with minimal spacing between the vertical row of studs. Can anyone recommend a conservative method to analyze this situation? (I'm not sure simply reducing the shear cross section by the projected steel area is an applicable method, and really don't want to have to invest into a FEM package)

Fairly chunky bolts for a skinny piece of concrete.

What is the embedded plate doing? What is it? What loads?

And what loads on the Simpson bolt?
 
Embed plates supports steel beam carrying 2nd floor residential construction (floor trusses) (~13k reaction conservatively)
Simpson bolt holds down end of 2nd story shear wall chord (+/- 10k asd)

EDIT: I've removed the 2nd to last studs from ea. end to gain a bit extra concrete, but the question about analysis still stands.
