Concrete Circular Tank - Wall Design

In using PCA's Circular Concrete Tank Design Guideline, there is a section (Section 13) which discusses the moment induced into the wall from the fixity of the slab. Through the design it appears to assume 100% fixity in the base of the wall and uses a moment distribution method. If you are designing the wall with a hinged base and assuming partial fixity (therefore using the fixed base for moment design) what role does this section play? It seems overly conservative but shows that the induced moment greatly increases your hoop tension and vertical bending moment. Can anyone clarify this?
