Concrete containment dimensions

Hi we're building a rectangular 2ndary containment for a roughly 700 gal system that needs to be 18" high and 10ft L x 5ft W. Is there a minimum wall thickness required (I was thinking only about 4" since this thing will only be used in an absolute emergency and it only needs to hold the liquid long enough for us to pump it out). Is rebar necessay? Does it need to be keyed into the existing slab? I just want to arm myself before getting quotes from contractors. Thanks!
