Concrete cover to rebar in swimming pool 1

I have a client who has an issue of rust forming on his swimming pool's surface (below water level). We know that the actual cover that was applied on some locations of the concrete was clearly less than the requirement of ACI 318. So after a 1st and a 2nd and a 3rd point that has been identified, and eventually "repaired" by the company that built it, we wonder if there are any other locations that may appear at a random time in the future. Does anyone here have any suggestions on methods to trace the cover? It is not just for the location where the rebars are but to determine how much space (Clear cover) will be between the surface of the pool and the extreme fiver of the rebar?

As hetgen noted, a scanner or covermeter would do the trick. Once located, the remedy becomes a real issue. Most pools use chemical cleaners that are not friendly to rebar. You might want to look into high build polyurethane or epoxy coating systems.
