Concrete Longitudinal Shear - Partial Composite Action

Hey guys,

Is there any reference to partial composite action for concrete members, designed to as3600? Specifically its for a secant pile wall, and due to complications on site (piles must be scabbled back because they were out of plumb), we must make the wall act composite with the spray wall that will be applied. Following the calcs in AS3600 for longitudinal shear would require an impractical amount of dowels (to achieve full composite action). Given that the design moment is not much larger than the reduced capacity, is there a way to justify partial composite action with a reduced number of dowels?
