Could someone tell me why there is more cement in non - air concrete then with air entrained concrete. Thanks

Couple of reasons come to mind... with increasing air content, there is less 'solid stuff' in the mix and therefore require less cementitious materials.

Also, air entrainment increases fluidity of the mix, and less water is required to yield the same slump. If the W:C ratio is to remain basically the same, the amount of cementitious materials should decrease...
