Looking at a project in Louisiana to replace slabs on a runway. Bottom is 8" PCC with 9" Pcc on top, joints match. Slabs are 12.5 x 20. They want to take out full depth and replace with 17" pcc slab. Question, how will this effect the movement of the slabs around the full depth replacement. They call for dowels mid slab, but mid slab will be between the two slabs in place. My concern is how the 8 and 9" slabs will react with a plug taken out and replaced...... any info would be appreciated.

It will work fine if the dowels are able to transfer load across the joint. I would alternate the dowels, one set 5" down fron top and the next set 13" down.
