Concrete screw to anchor the roof tile straps to 3" roof concrete deck

When detailing Newport Tool & Fastener (ICC-ES WSR-1411) to anchor the roof tile straps to 3" roof concrete deck the building official raised concerns about Simpson Titen HD screws I had specified. This product is approved for dry condition interior use only. I've proposed Tapcon as an alternative, however this one is not approved for use in cracked concrete. The project is in LA County.
What screws or other approved fasteners can be used for this application?

Can I use an anchor that is limited to dry, interior locations by the ICC report by providing additional seals for the head and the penetration?
