Concrete shear strength with FRP

I was asked to design a 2 way slab using fiberglass FRP. I am having a hard time understanding the Vc calculation (eq. 9.1 or ACI440-1R). By using this equation, I have a much lower Vc than if I was using steel OR unreinforced. I have checked my mathcad equation and everything seems correct. I do not understand why my concrete shear strength is significantly lower than if it was unereinforced.
