Concrete Specification

I have designed an exterior staircase (over 100 feet long horizontally.) Should I use the concrete specification under Division 2 or the one under Division 3.

Usually structural concrete falls under Div. 3.
 
I forgot to mention that the exterior concrete staircase is on grade. Is the Division 3 conrete spec still more appropriate than the Division 2 spec. Thanks!!
 
Well, most on-grade site concrete falls under Div 2, where a lot of the time, specific concrete requirements are cross referenced over to the Div 3 concrete section. I guess you need to just use engineering judgement and evaluate the contents of your Div 2 spec to see if it has the necessary elements you want to properly control/specify the concrete.
