This multihole-orifice (placed in sir stream) with diverging side facing downstream is suppose to condition flow into a streamlined one! If I reverse mounting of this VIP flange will I get a gas mixture that creates turbulence downstream?

Yes. it may work like a static in-line mixer.
But, there are many static mixers in the market, which need to produce the specific turbulence flow to achieve the fluid mixture or efficiency per process.
