conductor clearance

i have a question regarding minimum clearance between a bare conductor and structural steel with potential of ground.
The voltage is 300 VAC and the current is approximately 25kA @ 60hz. What is a safe distance between ground and this conductor?

Not enough information. Inside? Outside? Application? Transient voltages? What code is applicable. Country? And why is it bare conductor if carrying 300 V potential?

One inch of (dry) air is adequate for a few thousand volts.

steel plant (extremely dirty and dusty)

why is it bare? because it's a steel mill and the water cooled bus is up high.
just worried about arcing bus out if the structure becomes grounded.
