Hello:

Do you know if ACI covers increasing the compressive strength of concrete based on confinement of surrounding concrete, and if so which code?

Never heard of that in the ACI code.
 
For prestressed concrete, look at 18.23, ACI318-02.

Actually I just found something in the ACI code in section 10.17, for bearing purposes.

Punching shear - beam shear strength is particular to geometry. The greater the confinement, the greater the shear strength. Varies 2 phi to 4 phi.
 
If interested - Floyd O. Slate had done a lot of work on confinement strength of concrete (Cornell prof back in 70's and 80's - still living????). You'd have to check journals and so. [cheers]
