My suggestion would be to find a swaging company capable of the high diameter/length ratio. This process is used in making ammunition cartridge casings, medical delivery tubes, and others. Good luck.
 
I have two suggestions to make

1. Using a EDM machine and a pipe with a smaller inner dia. then 3.45 (outer dimensions - as drawing), the wire could give you the taper required and if done slowly can reach the surface finish tolerances

2. Make a conical bar with the dimensions of the inner part.
Then get a bar with a large inner and outer dia then the one required and press it around the conical bar (by using what I think is called a mandrial - not sure of name) to get the require shape.
