Connecting surfaces that do not meet parametrically

I have two surfaces that do not meet parametrically and I need them to meet somehow even if they aren't tangent. I run into this problem all the time with igs files. I've left an attachment of a screen shot just to give an idea of what I'm looking at.

Ok. So the trick is to make the merging distance a bigger number?
 
Yes, that's what he said; set the distance to a larger gap, as long as that is acceptable. If the gap is not acceptable, then you need to replace one (or both) edges with new geometry.

This is solve the majority of problems. However, two other common problems with IGES files tend to be:

1. Missing surface (solution is to build replacement surface), and

2. Duplicate surface (solution is to delete one)
 
There is a tool on NX call "Ruled". It connects two edges together. Is there a tool in Catia like that? Anyone.
 
You could use the heal function to remove the gap between the 2 surfaces....this will actually distort the original surfaces to pull the gap closed.

In CATIA V5, ruled surfaces are created with the SWEPT surface command and selecting two curves.

If you're creating missing surfaces, the FILL command is useful.
