Consolidation with constant rate of strain/load

I am going to carry out this test using triaxial cell and consolidometer. Mean time I don’t have the equipment (I've just ordered it). Do I have to fill out triaxial cell with water and do the saturation as in Triaxial test (cell pressure back pressure) or I have to operate only back pressure and check B value by using loading piston?
