Constraint balloons tangentially 1

Hi,
Is it possible to constraint the balloons tangentially. For example if I change the number from 1 to 10, diameter of balloon will increase. If I position the balloon by positioning toolbar commands, it will align vertical, horizontal and provide offset center
to center of the balloons. But, it will not useful when diameter of balloon changes as we are giving distance from center to center. If we give tangential constraint, circle will touch always tangentially even if change the number like 1,10,100. Kindly provide any idea.

you can change the anchor point to the position you want, then align to grid with snap.

I've always seen Balloons with locked diameters (fixed frames). I think the diameter is set to .600 inches, which works well up to 4 digit item numbers. Makes it easy to align circles with Element Positioning. I guess this is defined in the Standard.
